  When you have just lost everything in the explosion of a fertilizer plant near your home, what is the second worst news you can receive?

 

  How about the fact that the owners of the West Fertilizer Plant, which exploded April 17, killing 14 people, only had $1 million in liability insurance coverage.

 

  The explosion was estimated to have caused $100 million in damage.

 

  Several people have already filed suit against Adair Grain Company, the owners of the plant.

 

  Attorneys speculate that after the $1 million is paid out to victims, the company will file for bankruptcy, making it even harder for victims to collect.

 

  The Texas Insurance Commissioner told a legislative hearing last week that fertilizer plants like the one that exploded in West are not required to have any insurance at all.
